PARO = Participation + Access + Recognition + Ownership
PARO is a survivor-centric framework developed by Empower People to rebuild dignity, identity, and agency among survivors of bride trafficking and gender-based violence. It addresses not only personal trauma, but also the structural forces of gender inequality, poverty, displacement, and social exclusion that shape survivors’ lives.
PARO views identity as something rebuilt through engagement, opportunity, validation, and control. It moves survivors from invisibility to dignified citizenship.

• Poverty — by developing sustainable livelihoods and market integration
• Displacement — by rebuilding community belonging and solidarity networks
• Social Exclusion — by shifting narratives and strengthening collective visibility
PARO is not a short-term intervention. It is a pathway from vulnerability to visible, dignified citizenship — where survivors participate, access their rights, gain recognition, and claim ownership over their lives.
